Full Reinstatement by IMA
Heng Sheng Group confirms the full reinstatement of Citizenship by Investment applications for the Grenada National Resort, following a thorough review by Grenada’s Investment Migration Authority that found no evidence of illegal financing activities.
In Circular No. 9 of 2025, dated 16 July 2025, Investment Migration Authority (IMA) Chief Executive Thomas Anthony stated:
“The final review, including reassessments conducted by international due diligence providers, found no direct evidence of prohibited financing arrangements by either GNR [Grenada National Resort] or Heng Sheng.”
Heng Sheng Group Marketing Director Simon Zhao said:
“This outcome decisively confirms Heng Sheng Group's steadfast dedication to operating within the highest regulatory standards, providing investors with the assurance they need. As the developer of Grenada's largest CBI project – the Grenada National Resort – and a long-term partner, we're committed to supporting Grenada's economic growth and creating lasting value.”
HSG cooperated fully with the IMA throughout its review process and established a dedicated internal Compliance Task Force to ensure strict alignment with IMA regulations across the global HSG agent network.
Furthermore, HSG has developed and submitted to the IMA a proposal for a comprehensive Independent Compliance Initiative for Grenada’s CBI industry. This proposed initiative – designed to set a benchmark for transparency and compliance by establishing a voluntary framework for industry participants – includes independent auditor oversight, strengthened agent screening, and regular public reporting.
While the suspension was in effect, construction at the Grenada National Resort continued on schedule. HSG design, engineering, and build teams consistently met their weekly project milestones, demonstrating the developer’s long-term commitment to delivering a world-class destination that strengthens Grenada’s tourism and investment landscape.
